The manager was dismissed by referee Darren England for protesting against a penalty decision that led to a red card for defender Lorenz Assignon.
Kompany said later that the standard of refereeing in this season’s Premier League “hasn’t been good enough”.
The former Belgium defender has until Friday to respond to the charge.
“It’s alleged that the manager’s language and/or behaviour around the 40th minute was improper and/or abusive and/or insulting towards a match official and/or questioned their integrity,” a statement from the FA stated.
Just before halftime at Stamford Bridge, Assignon was given a second yellow card for fouling Mykhailo Mudryk. Kompany’s response earned him a trip to the stands.
Before his team’s travel to Everton on Saturday, Kompany made remarks on Thursday regarding refereeing standards that he felt were unhelpful.
“My comments on the standard of refereeing was just an objective assessment,” Kompany stated. “Life happens, and there are ways to turn that into something positive—that’s not how I handled it on Saturday, but that’s what I’m doing right now. We must move on, and the [Everton] game is my top priority.”
When asked if he would file an appeal, Kompany replied that the accusation was “very far” from his thoughts and that his priorities were the trip to Goodison Park.
In thirty games this season, Burnley has had the most player dismissals of any Premier League team—six.
After the Chelsea match, Kompany stated that he had “no problems with being fined” and that he was “not shying away” from providing authorities with comments.
In the Premier League, Burnley is ranked 19th.
